City General Services Office: One of the IGaCoS Pillars in Service Delivery

The City General Services Office was one of the Offices created in July, 1998 when the Island Garden City of Samal started its operations pursuant to Republic Act 8471, the law that established the latter. As a Staff Department, like any other similarly classified Departments, it also sees to it that the utilization of government assets are maximized and rationalized as secured on the principle that for every “centavo” that the government spends, it must equally generate the same value of services at the least to the people. Hence, these government assets must be properly recorded and accounted for. Relative hereof, its manpower complement is composed of ninety (90) permanent personnel who come from all walks of life so to speak. This is in view of the fact that the functions of the Office encompass the whole context of services delivery that require different levels of expertise such as follows:

a. General Functions and Responsibilities

• Formulation of measures to ensure the delivery of basic services which require general services expertise and technical support service;

• Records and property administration being the City’s property custodian that includes inventory, issuance of accountability documents, recording and processing of payments of goods and services and insurance and registration as the case maybe of government buildings, office equipments and logistics;

• Delivery of goods and services from suppliers to the end users;

• Delivery of maintenance services for security, transport, park and plaza, building, office equipment, transportation maintenance services, communication and street lighting facilities; and

• Delivery of integrated services covering inter-office, inter-agency coordination and public assistance;

b. Specific Tasks

• Conduct of planning, studies and researches on the following to establish viability and sustainability and as tools for decision making by implementors and policy makers:

 Facilities management
 Park and plaza management with community organizing as one of the main activities
 Archival system
 Public procurement process
 Property management and its implication to service delivery
 Other service related concerns;

• Monitoring and evaluation of services extended by the government including the use of related government assets

In view of these diverse operational areas that have to be managed with a high sense of efficiently and effectiveness, the Office is preparing its manpower complement through the creation of its Learning Center which is responsible in bringing out the best from its employees through constant capability building processes and work values integration. Finally, aside from undertaking its inherent tasks, the Office is likewise involved in the implementation of programs that contribute in one way or another towards building the Island Garden City of Samal as an urban center in a garden setting. Hence, the Office is implementing the “Isla Nga Maanyag Management Program”, a “Flagship Advocacy Program” of the City Government. Relative hereof, it is managing the Search for Pinakamaanyag nga Opisina for local offices and some national government agencies. It is likewise one of the key figures in the Search for Pinakamaanyag nga Barangay, an island-wide event that is aimed at enjoining all the Barangays in the City to practice the essence of the Program. In due time this kind of endeavor will be replicated to other institutional levels, like the schools, stores, community associations and the like.
